TEAMMATES

"Star View Community Services' wraparound program, called TEAMMATES, is a leader in our organization in infusing all of our services with consumer-driven values." The TEAMMATES program is also a leader in the provision of wraparound services in Southern California. Wraparound encompasses a set of values and principles, as well as a program model of how services should be developed and provided, and a means of accessing a flexible range of services.

The wraparound approach addresses the needs of children and youth in home, school, and community settings so out-of-home placement or psychiatric hospitalization is not necessary and to support children and youth in their return to a stable family and community after being in out-of-home care. For example, wraparound is important to California’s Child Welfare Redesign to promote permanency and stability in the lives of foster care children.

The principles and service process of wraparound involves:

  • Consumer Voice and Choice - Youth and family are full and active partners at every level and every activity of the service process.
  • Youth and Family Team - Children/youth, family, natural supports, program staff and public agency representatives together develop and implement services.
  • Community-Based Services - Services are provided in home, school, and community settings accessible to clients and families.
  • Cultural Competence - The service process builds on the unique values, preferences and needs of children, families, and their communities.
  • Individualized and Strength-Based - Services are tailored to the individual client and their family and build from their strengths in order to achieve success.
  • Natural Supports - Formal professional and paraprofessional services are blended with informal resources of the family and community.
  • Continuation of Care - There is unconditional commitment to serve each child and family and not give up in the face of obstacles and setbacks.
  • Collaboration - Plans of care are developed and implemented with full interagency, provider, community and family/child participation.
  • Flexible Resources - The service approach is designed to draw flexibly from all available resources to meet child and family needs.
  • Outcome-Based Services - Outcomes are measured for the system, program and the individual child/family and are used to refine and improve services.

TEAMMATES uses an intensive, community-based and family-centered approach implemented by collaborative teams including professional and lay staff, and family and community representatives. Nontraditional approaches are employed to provide "Whatever it Takes" to help youth and their family to succeed. Specific services include: crisis intervention, mental health services, psychological and psychiatric assessments, special education support and school based services, mentoring, after-school and recreational services, health screening and referrals, independent living skills training, specialized groups for youth and parents, and transportation and other unique support services.

Eligibility and Referral Information

Los Angeles County has a prioritized eligibility criteria for youth who:
a) Are living in the MacClaren Children's Center or a Juvenile Hall or Dorothy Kirby Center;
b) Are living at Metropolitan State Hospital;
c) Are currently residing in Group Home Placements RCL 12-14; and
d) Are being diverted from higher-level placement settings.
Referrals are made by Los Angeles County Department staff such as Children's Social Workers, Probation Officers, or Mental Health Workers. Youth are selected by a multidisciplinary review team. Once selected, a no eject/no reject policy ensures ongoing commitment to the family. Services are reimbursed through specialized State funding along with Medi-Cal for any needed mental health services.
